Dear Anon,
Yes, this is the case.
For example, at the main entrance area, where one can activate the water star, i.e. clear space in-front. One cannot possible activate a mountain star at this location.
The logic is the same e.g. in the living room where one should not activate a mountain star.
If there is a wall and a mountain star is `available' one cannot activate a mountain star and a water star.
