No, it is not necessarily true that all new HDB apartments have toilet at the centrepoint. There are many which have a bomb shelter at or close to the centrepoint.

Often, a toilet at the centrepoint is considered as one major leak. It is akin to having a fractured arm even before moving into the home.
It is because of such a leak plus additional leaks such as the house is not suitable to the breadwinner etc.. that will give problems later to the breadwinners.
I must stress therefore, that often; it is not just one leak but several leaks that cause a problem.
